You can only acquire a Personal Organisation Certificate through an invitation from a Company Administrator with a Company Administrator Level 4 product.
It is not possible to acquire a Personal Organisation Certificate directly.

The Company Administrator inviting you must have a Company Administrator Level 4 product.
